The National Security Act 2023 responds to the growing threat of hostile activity against the UK's interests from foreign states. The Government intends to reduce and respond to the targeting of UK national interests, information, trade secrecy and democratic procedures. This framework seeks to improve transparency in foreign activity and influence arrangements.

Businesses may require this in their register if they handle sensitive information relating to government research or business information. Additionally, if businesses manage or operate critical infrastructure they could be targeted for sabotage and espionage as other state actors may use information to progress their own technological and military capabilities. Depending on their involvement with foreign activity or 'specified persons', businesses may be required to register arrangements.
